In October 2010, ImmigrationWorks produced a report, To Copy or Not to Copy, on the 25 states considering legislation modeled on Arizona’s controversial policing law, SB 1070. The study used in-depth political reporting and intelligence from IW members in the states to assess the likelihood of action in the 2011 legislative sessions. The report’s prediction: if the last wave of state immigration enforcement laws is any guide, the results will be a mixed bag. Phoenix has led the charge before, but in the past most states backed off or passed much diluted versions of Arizona’s tough immigration enforcement laws.
