With Congress deadlocked and still unable to act on broad immigration reform, lawmakers across the country continue to take matters into their own hands, passing tough enforcement measures that drive immigrants away and leave employers without the workers they need to operate their businesses. Farmers, restaurateurs and other small businesses are clamoring for help, looking for ways to replace the workers they’re losing as a result of state enforcement. IW has developed a menu of alternatives: options for collaborating with Mexico, forming employer co-ops to handle the paperwork required by federal guest worker programs, crafting legislation to create state guest worker programs. And the IW legal team is working with businesses and lawmakers in several states to find the approach that’s right for them.
