ENGLISH-LANGUAGE LEARNING IN AMERICA
 
Learning English is the key to upward mobility for immigrants – a critical first step to increased educational attainment, better jobs, higher earnings and civic participation. A new report by ImmigrationWorks USA president Tamar Jacoby surveys the state of adult English language learning to derive suggestions for policy. Among her conclusions: change will require taming a chaotic marketplace and engaging the private sector. One place to start: a federal competitive grants program to spur innovation and higher standards for teachers.
